How the Report is Organized

General Format

The report is organized to provide a two-page summary for each of the 58 counties and an overview of state-level data. Generally, demographic information is on the left page and information about long term care services is on the right page. Blank spaces mean data was not available.

County Comparison: The far right-hand margin displays how each county ranked on 24 key indicators compared to all other counties, with 1 the highest number and 58 the lowest number.

Emerging Long Term Care Issues: The bottom right page (shaded area) summarizes findings using information from the two pages and the county’s rankings on these key indicators.

Left Page

Top half of page: Gives a snapshot of the state/county, including geographic size, density, median age, general information, Medi-Cal, special long term care programs, workforce, housing and transportation. It is important to look at this data in terms of its implications not only for seniors, adults with disabilities, caregivers, and families, but also for employees and providers.

Bottom half of page: Displays and reports general demographic data, including population growth, age, gender, ethnicity, and Medi-Cal enrollment information, as well as median household income and persons under the poverty level. For easier comprehension, there is a graph of population growth in the last decade and a summary of demographic trends.

Bottom margin: Contains organizational information identifying the Area Agency on Aging (AAA) and Planning and Service Area (PSA), the California Senate and Assembly Districts, and Tobacco Settlement Funds for the counties and several cities Ð Los Angeles, San Diego, San Francisco, and San Jose Ð which could be used locally to enhance and/or fund Long Term Care (LTC) services.

Right Page

Captures and displays annual information on long term care services, including number of providers or sites, persons served, and expense/allocation. Information on some LTC services was not available by county, for example Area Agency on Aging and Caregiver Resource Center data is only available by service areas.

LTC services were grouped by function where possible, or funding source when necessary. Examples: Alzheimer’s Day Care Resource Center (ADCRC) is an adult day services program but is displayed under AAAs because grants are made through the AAAs; Multipurpose Senior Services Program (MSSP) and Linkages are case management services, but they are displayed in two different sections because Linkages is funded through the AAA (county level data not available) and MSSP is funded by Medi-Cal, whose funds can be drilled down to county level data.

Top section of page: County Level Data: Displays annual information for those home-and -community-based services that were available by county—Adult Day Services, MSSP, In-Home Supportive Services, Adult Protective Services, and Independent Living Services.

Middle section of page: County Level Data Not Available: Displays annual information for home and community-based services where data was not uniformly available by county, such as for Caregiver Resource Centers and programs administered by Area Agencies on Aging, many of which serve more than one county. Information is displayed for the entire service area, which may include multiple counties. Therefore, this data is not cumulative across counties in that service area.

Bottom section of page: County Level Data: Displays annual cost information for facility-based services including free-standing and hospital-based nursing facilities and residential care facilities for the elderly, but clients served may be “point in time” or cumulative (see Data Sources for detail).
